The Student Council governs the Student Government, which consists of the Batch
Councils, Class Councils, and the Club Association. It shall embody, represent, and
promote the ideals, welfare, interests, and the empowerment of the PSHS–MC student
body.
The SC was established by the Constitution of the Student Body of Philippine Science
High School–Main Campus ordained and promulgated by the students of PSHS–MC.
As per Article 3, Section 3 of the Student Body Constitution, the SC should consist of a President, a Vice President, a Secretary, a Treasurer, an Auditor, a Business Manager, and a Club Coordinating Head.
Overall responsibility of the SC is to protect and promote the rights of the student body, especially their empowerment and welfare.
The council should be the bridge connecting the student body to the school administration, faculty, administrative staff, and other support groups such as the Executive Parent-Teacher Council (EPTC).
They should also be responsible for acting upon the concerns, queries, and suggestions forwarded to them by the stakeholders of the school community. Moreover, they should also be responsible for informing the student body regarding policies and rules enforced by the school administration.
Furthermore, the SC should also establish ad-hoc committees such as: Kandili, Solace, and Bahaghari, to assist them in protecting the welfare of the student body, as well as its other constituents, in the school. Establishing these committees may also help the students realize their potential, and develop their skills, especially their communication and leadership attributes.
Lastly, the SC should be responsible for organizing school-wide activities and events that may help empower the students or relieve them from the stress caused by their academic responsibilities.
Specific to their positions, the responsibilities of the officers of the Student Council are as indicated below:
The SC President officially represents the council and the student body; the
President should be the one sent to official communications with the school administration, or with any of the stakeholders of the school, may it be intracampus or intercampus (i.e. PSHS Student Government Alliance).
The President is also in charge of leading the members of the SC by delegating and prescribing duties and functions when necessary, and by also protecting their welfare as students. Moreover, the President should oversee all the operations of the SC (e.g. student-wide activities, ad-hoc committees, etc.).
The SC Vice President should aid the SC President in leading the council, and in organizing the overall operations of the SC. The Vice President is also tasked with taking the place of the President when deemed necessary.
The Vice President is also responsible for establishing the Environmental Awareness, Protection, and Waste Management (EAPWM) Committee, with the BC Vice Presidents, and Class Vice Presidents as its members.
The SC Secretary is assigned to log the minutes and attendance of all the meetings and assemblies of the SC. Additionally, the SC Secretary is in charge of organizing and keeping track of all the records, materials, and documents. These files should be ensured that they are accessible to the Student Body.
The Secretary should also post early notices for every meeting as to have coordination with all the meeting attendees, and issue announcements and information about the relevant projects of the SC with the consent of the President.
The SC Treasurer is tasked to collect and safekeep all the incoming funds and payments for all the activities and projects that will be held by the SC. Moreover, the Treasurer ensures that the correct amount is imposed with minimal discrepancies.
The Treasurer, along with the SC Auditor, is also responsible in making financial
reports readily available to the Student Body for transparency purposes. The
Treasurer’s duty is also to be in charge of all the financial matters of the SC.
In strict coordination with the SC Treasurer, the SC Auditor is responsible for
keeping all the financial records and accurate accounts of the receipts and expenditures of the SC. The Auditor is also responsible for making financial reports that should be accessible to the Student Body when requested for.
The SC Business Manager is responsible for the overall coordination and organization of all the events and activities of the SC, as well as its partnerships with external organizations.
The SC Club Coordinating Head, in coordination with the DSA Club Coordinator,
should lead the Club Association, composed of the representatives of each club
organization of the school. The CCH should also oversee and check on the
operations and activities of the clubs.
